MUNICIPAL ALCOHOL AND DRUG ALLIANCE


BY LAWS OF PLUMSTED TOWNSHIP ALCOHOLISM AND
DRUG ABUSE MUNICIPAL ALLIANCE


ARTICLE I - NAME

         The name of -this organization shall be the PLUMSTED TOWNSHIP ALCOHOLISM AND DRUG ABUSE MUNICIPAL ALLIANCE COMMITTEE (hereinafter the "Alliance").

ARTICLE II - AUTHORIZATION

        As authorized by -the Governing Body of -the Township Committee of the Township' of Plumsted through Resolutions 90-53 and 90-60, this group shall serve as the Alliance of the said municipality in accordance with P.L. 1989, C.51 and the Guidelines of the Ocean County Municipal Alliance Plan Steering Subcommittee.

ARTICLE III - PURPOSE

         In accordance with the above authorization the purpose of the Alliance is to address the symptoms and root. causes of alcoholism and drug abuse problems by developing:
  1. Organized and coordinated efforts with local schools, law enforcement agencies, .-business groups, and other community organizations for the purpose of reducing alcoholism and drug abuse.
  2. In cooperation with local school districts comprehensive and effective alcohol and drug abuse education programs in grades kindergarten through 12.
  3. In cooperation with local school districts, procedures for the intervention, treatment-referral and discipline of students abusing alcohol and/or drugs.
  4. Comprehensive alcoholism and drug abuse education support and outreach efforts for parents in the community.
  5. Comprehensive alcoholism and drug abuse community awareness programs.

ARTICLE IV - OFFICERS AND DUTIES

         The officers of -the Alliance shall consist of:

         Chairman
         Vice Chairman
         Secretary
         Treasurer

         The Chairman shall preside at all meetings, have the authority and responsibility to administer and enforce the policies adopted by the Alliance, approve all correspondence, news releases, etc. of the Alliance and its committees before being released, appoint Committees, Chairpersons and members unless otherwise provided for in the by laws (subject to the approval of the membership) and appoint replacements in the event there are vacancies (subject to the approval of the membership).

         The Vice Chairman shall perform all duties of the Chairman in the event of the Chairman's absence or illness.

         The Secretary shall keep minutes of all meetings, provide minutes of previous meetings, maintain a list of all Officers, Committee members and general membership, notify committees of their appointments, notify all members of meetings and shall be responsible for incoming and outgoing correspondence.

         The Treasurer shall receive and bank all monies due the organization, have all checks signed by two of the following: Chairman, Vice Chairman or Treasurer, have all bills to be paid approved by the Alliance and give a statement of finances at each meeting.

ARTICLE V - MEMBERSHIP

         The Plumsted Township Alcoholism and Drug Abuse Municipal Alliance should include as its membership a broad representative from the local community. Membership may include, but shall not be limited to:
  1. mayoral representative;
  2. the chief of police;
  3. the president of the school board;
  4. the superintendent of schools;
  5. a student assistance coordinator;
  6. a representative of the parent-teacher association;
  7. "a representative of the local bargaining unit for teachers;
  8. a representative of the chamber of commerce, including, but not' limited to, local business and industry representatives;
  9. a representative of organized labor;
  10. a municipal court judge or representative of the court system;
  11. representatives of local civic associations;
  12. representatives of local mental health agencies, local treatment and prevention providers;
  13. representative of local religious groups; and
  14. private citizens to include youth representatives and youths and adults recovering from drug and/or alcohol abuse.

ARTICLE VI- MEETINGS

         Meetings will be 'held on the third Tuesday of each month commencing at 7:30 P.M.

ARTICLE VII - FUNDING

         The Plumsted Township Alcoholism and Drug Abuse Municipal Alliance shall develop a comprehensive plan to provide matching funds equivalent to the amount of monies received from DEDF funds. These matching funds shall be a minimum of 25% cash.

ARTICLE VIII -ADOPTION AND AMENDMENT

All decisions require a quorum (one-half membership plus one). Minutes should be taken to serve a public record.
