NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN that sealed bid packets for a FIVE-YEAR LEASE, WITH OPTIONS, FOR CONSTRUCTION AND OPERATION OF A WIRELESS COMMUNICATION FACILITY ON TOWNSHIP-OWNED PROPERTY will be received by PLUMSTED TOWNSHIP at the Plumsted Township Municipal Building Complex, 121 Evergreen Road, New Egypt, NJ 08533 on Wednesday, March 24, 2021, at 11:00 AM prevailing time.
Bid opening will be by remote access via a Zoom meeting. Please use one of the following methods to join the meeting:
1. To join via web, enter the following URL into any web browser: https://us02web.zoom.us/j/8101444902. The meeting can be joined by downloading and running the Zoom application or directly from the web browser.
2. To joint via phone, dial 1-301-715-8592 and enter the Meeting ID: 8101444902. No participant ID is necessary.
Specifications and other bid information are available online due to the current pandemic situation. Please submit an e-mail providing general information including: company name, address, contact person, and e-mail address to depmunicipalclerk@plumsted.org to request the electronic bid documents. Bid documents should be directly from the said e-mail sender, and any bids made from documents provided second-hand are subject to rejection.
Bids shall be made on the standard proposal form and be enclosed in a sealed envelope addressed to the Township Clerk at the below address. The name and address for the bidder and the name of the contract must be printed on the face of the envelope. One original and two copies of the bid proposal must be submitted. To protect the health and safety of everyone, vendors are required to submit their proposals via certified mail or overnight delivery. Bids will be rejected if not submitted within the time, date and at the place designated.

The bid documents shall be placed in an inside envelope which shall have the following endorsement in the upper right corner of the envelope:
“Contract Name: FIVE-YEAR LEASE, WITH OPTIONS, FOR CONSTRUCTION AND OPERATION OF A WIRELESS COMMUNICATION FACILITY ON TOWNSHIP-OWNED PROPERTY
Bid opening date: Wednesday, March 24, 2021 at 11:00 am”
The guaranty accompanying the bid proposal shall be given in the amount of ten percent (10%) of the maximum delivered price, but not to exceed twenty thousand dollars ($25,000), and may be given at the option of the bidder by a certified check or a bid bond from a reputable insurance company licensed in the State of New Jersey.
Bidders shall comply with the Affirmative Action Requirements of N.J.S.A. 10:5-31 et seq. (P.L. 1975, C. 127); (N.J.A.C. 17:27), as amended from time to time, the Americans with Disabilities Act, and N.J.S.A. 52:25-24-2 P.L. 1977, Chapter 33.
The Township Committee reserves the right to reject any and all bids for the above listed contract in whole and/or in part which do not comply with the specifications and/or the statutory requirements. The Township Committee reserves the right to waive informalities as the Township may deem to be in its best interest.
All Contract documents are to be submitted intact in accordance with bidder’s checklist. All erasures, interpolations, and other physical changes in the bid form shall be signed or initialed by the bidder.
