NOTICE OF SOLICITATION OF PROPOSALS FOR 2021 PROFESSIONAL SERVICE AWARDS

 

NOTICE IS HEREBY GIVEN that sealed proposals will be received by the Plumsted MUA on or before Tuesday, March 16 , 2021 at 10:00 am by the PMUA Secretary in the Municipal Building located at 121 Evergreen Road, New Egypt, NJ 08533, at which time said proposals will be publicly opened and read aloud for providing the below listed Professional Service in 2021.  

 
Request for Proposals for Professional Services for the Plumsted MUA: General Engineer

Proposal opening will be by remote access via a Zoom meeting. Please use one of the following methods to join the meeting:

 

  1. To join via the web on March 16, 2021 at 10 am , enter the following URL into any web browser: https:us02web.zoom.us/j/82685599637. The meeting can be joined by downloading and running the Zoom application or directly from the web browser.

Each proposal shall be signed by the proposer and contained in a sealed envelope, which envelope shall be addressed to the Plumsted MUA and shall contain on the face of the envelope a statement that it is a proposal on said item. Please provide three (3) copies of each proposal. Proposals are to be sent by overnight mail delivery and must arrive by 10:00 am on March 16, 2021. NO HAND DELIVERED PROPOSALS WILL BE ACCEPTED.

Standardized submission requirements and selection criteria for all proposals may be obtained from the Plumsted MUA Secretary at 121 Evergreen Road, New Egypt, NJ 08533, during normal business hours. To request a copy of the requirements, please send an email to pylvisaker@plumsted.org.

All proposers are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.S.A. 52:32-44. Proposals which do not include a copy of the proposer’s Business Registration Certificate shall be rejected. All proposers must be licensed to carry out the duties of their respective professions as required by State law.

Through the adoption of Ordinance No. 2013-02 (rescinding Ordinance No. 2005-11 and Ordinance 2005-25) which was adopted by the Township of Plumsted governing body on November 6, 2013 (attached), the Township has established a procedure for competitive bidding for professional service contracts to be awarded by the governing body which the Plumsted Municipal Utilities Authority (Plumsted MUA) adheres to.  Please be advised that contracts will be awarded on the basis of qualifications based upon competitive bidding.  Although the cost of services will be a factor in the decision-making process, the qualifications of the firm will have substantial weight in the process as well. Pursuant to the provisions of the new ordinance, this letter shall serve as a “Request for Proposals” to all interested persons.  All Proposals must be submitted to the offices of the PMUA, 121 Evergreen Road, New Egypt, New Jersey 08533, no later than Tuesday, March 16, 2021 at 10:00 AM.  NO HAND DELIVERED PROPOSALS WILL BE ACCEPTED. The Plumsted MUA reserves the right to reject any proposals not received by that date.  All proposals should include the following minimum information to be considered:

  • Name of the individual(s) to be assigned to perform the tasks.
  • Professional experience of the individual(s) to be assigned including a listing of experience with the Plumsted MUA and/or experience with other MUA’s.
  • A statement concerning the ability of the firm/individual to perform tasks assigned by the Plumsted MUA in a timely fashion as the professional service you will be providing for the Plumsted MUA.
  • Professional licenses held by the individual(s) to be assigned.
  • Educational background and experience of the individual(s) to be assigned.
  • A description of the support staff available to the individual(s) to be assigned.
  • A copy of a Certificate of Insurance, issued by an insurance carrier licensed in the State of New Jersey, for the firm/company showing the amount of professional liability insurance and all other coverage are in place.
  • A list of professional references with addresses and telephone contact numbers.
  • Detailed hourly rates for ALL staff that will be or potentially could be assigned and any other “charges” for extra services not included in hourly rates.
  • A comparison of the hourly rates charged to other municipalities for similar work to be undertaken for the Plumsted MUA.
  • Any known potential conflicts of interest that may result in the individual/firm becoming disqualified from working for the Plumsted MUA for any reason.
  • Disclosure of Investment Activities in Iran
  • Completion of Affirmative Action information.
  • All Professional Service contractors are required to comply with the requirements of 52:32-44 (Business Registration of Public Contractors), N.J.S.A. 10:5-1, et seq. and N.J.A.C. 17:27 et seq. (Contract Compliance and Equal Employment Opportunities in Public Contracts). 
  • A copy of your Business Registration Certificate.
  • Completion of the C.271 Political Contribution Disclosure Form
  • Submissions by corporations and partnerships shall include a completed disclosure of ownership form (N.J.S.A. 52:25-24.2) and a non-collusion affidavit.
  • Please provide three (3) copies of each proposal. Proposals are to be sent by overnight mail delivery and must arrive by 10 am on March 16, 2021. NO HAND DELIVERED PROPOSALS WILL BE ACCEPTED.
 
All submissions shall be kept on file during the term of the related contract and shall be public records after the deadline for the submission of the proposals.  In the event that compliance with part or all of the requirements of the ordinance is impracticable as regards a particular contract or agreement, the Plumsted MUA may waive part or all of the requirements by a majority vote of the full committee in the appointing resolution, setting forth with specificity the reasons such waiver is required.  The Plumsted MUA will not consider proposals from individuals/firms without municipal utility and governmental experience.
